Do I really need to place the cotton pads in the cover?

No, it is not absolutely necessary to place the cotton pads in the cover. If you use the mask lying down, it is also possible to simply place the cotton pads on your eyes and then lay the POSIFORLID^® eye mask on top of the cotton pads. You can also simply place the hot pack on the cotton pads (i.e. without using the cover) so long as you ensure that the hot pack heats the cotton pads properly and the cotton pads make good contact with the eyelids.
